How to read the two columns
The 80% line is the time within which 80% of the cases completed in the previous six months were decided; USCIS calls it the "normal range". The 93% line is the case-inquiry gate: only a receipt date earlier than it lets you file an "outside normal processing time" inquiry. Why does I-485 vary so much by office?
Each field office has its own backlog and staffing, and USCIS publishes a figure for each. The office follows your address, so a move changes the figure your wait is measured against: see how moving affects processing time. The major offices each have a page under data by field office.
My category is past the 80% line. Can I sue?
